It works both ways. My online resume very clearly and prominently states that for personal and family reasons, I am interested only in full-time or contract-to-hire in [hometown metro area]. Still, I get at least two solicitations a week for positions all over the US, and most of them read as if they were sent by a real person.

I usally just delete them, but I've responded a couple of times. Once I suggested that I would consider a position for $250/hour--considerably more than my credentials would otherwise bring. The guy actually wrote back, irritated at how unrealistic _my_ expectations were.

I also included a statement for a while that told 'em I'd just delete such requests--even if they made noises about wanting me to pass it on to other "interested" peers. I ended up removing it though, because I couldn't find wording that was insulting only to the ones with their heads up their butts.
